• Connecticut Enacts Child Product Safety
Act
Connecticut Public Act 08-106, an Act
Concerning Child Product Safety, became law on May 15, 2008
and takes effect October 1, 2008. It prohibits the
manufacture, distribution or sale of any children's product
that has been designated a banned hazardous substance. Read

• Maine Enacts Laws on Children's Product
Safety
On April 14, 2008, Maine Governor John
Baldacci signed into law LD 2053, An Act to Ensure that
Children's Toys and Products are Free of Lead (Public Law
Chapter 604). This law states that a person may not
manufacture, or knowingly sell, distribute or offer for sale
or distribution, a lead-containing children's product. Read

• Magnets In Toys
On April 21,
2008, the European Commission adopted the decision 2008/329/EC
requiring member states to ensure that magnetic toys placed or
made available on the market display a warning about the
health and safety risks they pose. This requirement comes into
effect on July 21, 2008. Read

• Taiwan Update On Formaldehyde Emission In
Wooden Toys
In Taiwan, the Bureau of Standards,
Metrology and Inspection (BSMI) conducted market surveillance
on the safety of wooden toys, using the formaldehyde emission
requirement for plywood as an evaluation tool. The BSMI has
subsequently directed relevant units to more rigorously
inspect and enforce formaldehyde content in imported and
domestically made wooden toys. Read

• FDA Amends Regulations On Cattle Material
In Human Food And Cosmetics
The Food and Drug
Administration (FDA) is amending its regulations on the use of
materials derived from cattle in human food and cosmetics. FDA
has designated certain materials from cattle as "prohibited
cattle materials" and has banned the use of such materials in
human food, including dietary supplements and in cosmetics.
This interim final rule is effective July 16, 2008. Read

• CRN Publishes Risk Assessments On Popular
Amino Acids
On April 17, 2008 in Washington, DC,
the Council for Responsible Nutrition (CRN) has authored risk
assessments that establish safe upper intake levels for the
amino acids taurine (Tau), glutamine (Gln) and arginine (Arg)
commonly used in dietary supplements. Read

• The Öko-Institut's Study On Hazardous
Substances Not Regulated By RoHS
The
Öko-Institut's "Study on Hazardous Substances Not Regulated by
RoHS" draft report was submitted to the European Union
Commission in mid-April of 2008. This draft report contains a
list of substances being considered for inclusion in the
European RoHS Directive 2002/95/EC, which will detail current
controls on, and potential substitutes and policy options for

• Bisphenol A Update
A 2008
draft report by the US National Toxicology Program which
concluded that bisphenol A could cause behavioral changes in
infants and children and trigger early onset of puberty in
females has increased concern that long-term, low-dose
exposure to bisphenol A may induce chronic toxicity in humans. Read

• Indiana Childhood Lead Poisoning Prevention
Act
On March 21, 2008, Indiana Governor Mitch
Daniels signed into law Senate Bill 143, the Indiana Childhood
Lead Poisoning Prevention Act of 2008, aimed at preventing the
sale of any consumer product which could lead to childhood
lead poisoning. Read

• Regulatory Amendment Of Canadian Children’s Jewellery Regulations
The
Canadian Children's Jewellery Regulations which came
into force June 1, 2005, have been repealed and replaced by a
new item (item 42) in Part I (prohibited products), Schedule I
of the Hazardous Products Act. The limits have not changed.
The new item is intended to streamline the regulatory process
